Institute On Governance

The Project
BMCC was contracted by Canada’s Institute On Governance (IOG) to assist the Government of Latvia in improving the way it communicates with citizens as part of its process of democratization.
The Goal
Working under the Canadian International Development Agency’s Public Sector Bridge Program, the IOG and BMCC conducted a diagnostic of the current communications mechanisms, policies and activities of the Government of Latvia. A report was produced and advice offered on the development of a communications policy and structure. In addition, BMCC and IOG gave a seminar on communications and citizen engagement to State Secretaries and Cabinet Ministers. Seminars on communications planning around several key strategic issues being addressed by the government were also provided to senior Latvian officials.
The Result
Based on the report prepared by the IOG and BMCC, Latvia’s Cabinet of Ministers has adopted a Government Communications Policy and is introducing a series of organizational changes to ensure a more effective approach to communicating with and engaging citizens.
